Yesterday they could. Today they can't. That observation does not always describe a change in what someone can do. It may describe a change in the conditions under which the system is operating.

Access is not fixed. It does not belong to a person the way an anatomical feature or a stable trait might. Within the framework's chain — Conditions ⇄ Organization ⇄ Access ⇄ Participation — access reflects what remains available from the system's organization, under current conditions, at this moment. And because conditions and organization change, so does what remains available from them.

That sounds straightforward. Its implications are not.

When a child speaks fluently in the morning and cannot access language in the afternoon, what happened is not necessarily that a skill was lost. The conditions may have changed. The load already present may have increased. Prior recovery may have been incomplete. The person is the same. What may have changed are the conditions the system is navigating, its present organization, and what it carries from what came before.

The same can occur with participation in class, with sensory tolerance, with the capacity to move between activities, with availability for interaction. What varies is not always what the person can do. It may be what remains available from the system's current organization.

The question that most often appears when someone cannot do something they could before is: why can't they? Or, more frequently: what's wrong today?

That question is not wrong. But it orients attention toward the interior of the person — toward some change in motivation, emotional state, willingness, or behavior. And from there, the answer tends to become an explanation about the person rather than a reading of the system in its conditions.

There is another question available: what changed for this to be less available right now?

This question orients attention outward — toward the conditions, toward what had already occurred, toward what the system has been navigating. Not as an alternative explanation that replaces the first, but as a different place from which to begin observing.

When access varies, three things may have changed: the conditions present, the system's organization within those conditions, or the system's recent history — what occurred before this moment.

Conditions include everything the system is already navigating before any new event arrives: sensory demands, predictability of the environment, communicative and social demands, the degree of adaptive effort already required simply to be present. Not only what appears difficult. Also what the system processes continuously without that processing becoming visible to whoever is observing from the outside.

Organization describes how the system is organized under those conditions at this moment — the pattern formed by concurrent demand, activation slope, regulatory margin, and recovery across time. How much load was already present. How much margin remains. How completely prior recovery occurred.

And recent history matters because nervous systems do not begin each situation from the same starting point. The framework proposes that when recovery is incomplete, something may persist and participate in the organization of the next cycle — a carryover that may be relevant to what margin is available before any new demand arrives. This is a construct the framework uses to track continuity across time, not a claim about a directly verifiable physiological mechanism.

What may not have resolved in the previous cycle can be present in this one.

This is one of the most important observations for understanding access variability. The functional difference between morning and afternoon, between Monday and Friday, between a high-demand day and the day after, does not always reflect a change in what the person can do. It may reflect the accumulation of what the system has had to navigate, without having had the time or conditions to fully resolve it.

The system that arrives at Friday is not necessarily arriving from the same internal conditions from which it began Monday — if the preceding days involved sustained levels of concurrent demand and incomplete recovery.

There is something important in what the observer does not see.

The demand that already existed before the observable moment is not visible from the outside. The possible carryover from what occurred in previous cycles is not visible either. What we see is the moment when access narrows or disappears — but that moment is not necessarily the beginning of the process. What preceded it may remain largely invisible to the observer.

A person may have navigated hours of elevated concurrent demand while their participation appeared fluent from the outside. They may have sustained interaction, communication, and adaptation while much of what the system was navigating remained invisible to the observer. A later change in access does not, by itself, tell us what produced that change — but it gives us reason to look beyond the immediate moment.

There are things this observation does not allow us to conclude.

It does not confirm which of these factors explains what changed. It does not tell us whether it was concurrent demand, incomplete recovery, the conditions of the environment, or some combination of them. Nor in what proportion. Variability is observable. Its origin, in most cases, is not directly so.

This does not invalidate the question. It means that the question — what changed for this to be less available right now? — opens an observation, not a conclusion. It orients toward where to look, not toward what to conclude.

Yesterday they could. Today they can't. That observation, read from here, no longer closes in an explanation about the person. It opens a question about the system in its conditions.
